Registration & Compliance for Institutions

In 1992, Mississippi Senate Bill 2636 transferred the administration of proprietary school and college registration from the State Department of Education to the Mississippi Community College Board (MCCB).

Under the MCCB, the Commission on Proprietary School and College Registration (CPSCR) implements the statutory provisions of Title 75, Chapter 60, along with the CPSCR regulations, policies, and related guidance that govern proprietary institutions in Mississippi. These standards ensure that schools maintain the facilities, resources, and instructional quality necessary to provide meaningful educational opportunities.

Application & Renewal Process

Step 1 - Letter of Intent

Submit a Letter of Intent to CPSCR to begin the process. 

Include: 

  1. Type of school
  2. Physical location
  3. Anticipated start date
  4. Email and phone contact 

Include the $25 application packet fee. 

The CPSCR will issue EDvera credentials and provide access to regulations and guidance. 

Step 2 - Prepare Documentation 

Applicants must submit complete documentation demonstrating the school’s ability to provide quality education. This includes: 

  • Ownership and governance structure
  • Curriculum and program outlines
  • Instructor qualifications
  • Catalog and policies (admissions, refunds, complaints, etc.)
  • Financial statements
  • Required surety bonds

Step 3 - Submit Full Application 

Application Fee: $2,500 

Agent License Fee: $500

Step 4 - Review & Decision

The CPSCR reviews applications for completeness and compliance. 

Additional documentation may be requested. 

All new/initial applications must be submitted 30 days prior to a CPSCR commission meeting.

Upon approval, a Certificate of Registration is issued. 

Schools may not operate until the certificate is in effect. 

Processing time varies by submission date and Commission meeting schedule. 

Exemptions from Registration

Some institutions are not required to register if they meet the exemption criteria outlined in Section 75-60-5 of Mississippi law. Organizations may qualify for exemption if they fall into one of the following categories:

  • Institutions offering academic programs, including public and private 
  • Employer-based training programs offered exclusively to employees
  • Non-Vocational or personal improvement programs
  • Kindergartens and similar early-learning institutions

How to Apply for an Exemption

Institutions seeking exemption must submit an electronic Exemption Application and provide:

  • The specific exemption provision being claimed
  • Documentation supporting the request (such as a catalog, charter, license, or organizational documents)

Exemptions must be renewed annually and include a $100 fee. The CPSCR reserves the authority to suspend or withdraw an exemption if circumstances change or eligibility is no longer met.

Commission Meetings and Deadlines

Application and exemption requests are reviewed in advance of regularly scheduled Commission meetings. 
Submissions must meet posted deadlines to be included on a meeting agenda.
