The Commission on Proprietary School and College Registration (CPSCR) protects students by ensuring proprietary schools operate legally and ethically. If your school has closed or you need to file a complaint, this page explains your options and the next steps.
Student Rights and Institutional Responsibilities
Registered proprietary schools must provide clear, accurate information about:
- Programs, tuition, fees, and refund policies
- Transfer of credit and graduation requirements
- Complaint and grievance procedures
All registered schools are required to include CPSCR contact information in their official grievance policies. If you complete the school’s internal grievance process and remain dissatisfied, you may file a formal complaint with CPSCR.
Filing a Complaint
- When You Can File
You may file a complaint after completing your school’s internal grievance process. The CPSCR will review your complaint to ensure it falls under its jurisdiction.
What to Include:
- Your contact information (name, address, phone, email)
- School name and program details
- Dates of attendance or incident
- A clear description of the issue
- Any supporting documentation (emails, transcripts, receipts, etc.)

Unsigned or incomplete complaints cannot be processed.

View the official Closed School List, this link will take you to the MCCB Publications page, where the most current version of the list and other CPSCR documents are maintained. This list helps you determine whether your records are held by CPSCR or an external repository (e.g., DiplomaSender or Parchment).
- Request Your Records
- If CPSCR is the custodian, follow the instructions in the spreadsheet to submit a request directly.
- If the records are held by a third-party service, use the appropriate link below:

- Parchment: Visit the Parchment website
If you’re not sure where your records are stored, contact the CPSCR for assistance.
- Receive Confirmation
- Record requests typically require processing time.
